What Does BS EN 10028-3 Cover?
BS EN 10028-3 sets technical delivery requirements for flat products made from weldable fine grain steels supplied in the normalised or normalised rolled condition. It is part of the wider EN 10028 series and is applied alongside the general requirements in EN 10028-1.
The standard addresses factors that affect whether a plate is suitable for a specified pressure application, including:
- Steel grade and quality designation
- Chemical composition and carbon equivalent requirements
- Yield strength, tensile strength and elongation
- Impact properties at the applicable test temperature
- Elevated temperature proof strength where specified
- Heat treatment and delivery condition
- Surface condition, dimensions and tolerances

It does not provide a complete pressure vessel design. Material must still be selected against the relevant design code, operating conditions, welding procedure and project specification. Understanding The Grade Designations
The letters and numbers in an EN 10028-3 designation communicate the intended use and performance category of the material.
- P: Steel intended for pressure purposes.
- 275, 355, 420 or 460: The specified minimum yield strength in MPa for the relevant reference thickness. Required values can reduce as plate thickness increases.
- N: Normalised steel with properties specified for room temperature service.
- NH: Normalised steel with specified elevated temperature properties.
- NL1: Normalised steel with specified low temperature impact properties.
- NL2: Normalised steel with more demanding low temperature impact requirements than NL1.
These suffixes are not interchangeable. NH applies where proof strength at elevated temperature matters, while NL addresses impact performance at low temperature. The specification must identify the exact grade, quality, thickness and any supplementary testing.
Grades Within The Standard
The standard includes several strength levels and temperature quality options. Common specifications include P275N and P275NL2, P275NL1 and P275NH, as well as P355N, P355NH, P355NL1 and P355NL2. Higher strength P420 and P460 grades are also covered.
The appropriate material cannot be chosen from the grade number alone. Thickness affects the specified yield value, while the suffix determines the temperature-related requirements. Grades carrying the same numerical designation can therefore be intended for different operating environments.
Material should be ordered using the complete designation rather than a shortened reference such as “P355 plate”. This reduces the risk of receiving a grade that meets the strength requirement but not the specified temperature performance.
Performance Characteristics That Matter In Pressure Equipment
Fine Grain Structure And Toughness
Controlled composition and normalising produce a refined grain structure that supports strength, toughness and resistance to brittle fracture. For low design temperatures, the required impact quality must be stated rather than assumed from the base grade.
Strength Across Different Plate Thicknesses
The grade number is not a single guaranteed value for every thickness. Minimum yield strength generally reduces as plate becomes thicker, so the requirement must be checked for the ordered thickness.
Weldability For Fabricated Components
The grades are designed to be weldable, but a qualified welding procedure is still required. When fabricating a grade such as P355NH steel, material thickness, carbon equivalent, heat input, consumables, joint design, preheating and post weld heat treatment may all affect the correct approach.
Defined Temperature Performance
EN 10028-3 separates room temperature, elevated temperature and low temperature qualities so plate can be aligned with the design case. The minimum design metal temperature and maximum operating temperature should both be considered. Grades such as P355NL1 and P355NL2 provide defined impact properties for applications where low temperature performance is part of the specification.
Controlled Chemical And Mechanical Properties
The standard controls elements such as carbon, manganese, phosphorus, sulphur, silicon and alloying additions. It also defines mechanical properties by grade and thickness range. The plate is not inherently corrosion resistant, so coatings, corrosion allowances or another material may be needed in corrosive conditions.

- Minimum design metal temperature where relevant

No. P355GH is covered by EN 10028-2, which specifies non alloy and alloy steels with elevated temperature properties. P355NH is an EN 10028-3 normalised fine grain grade. Although both may be used for pressure equipment, they belong to different parts of the standard and should not be treated as direct substitutes without engineering approval.
Not automatically. P355NL1 and P355NL2 steel grades have defined low temperature impact qualities, while NH identifies specified elevated temperature properties. A substitution could change how the material performs at the design temperature and must be approved by the responsible engineer.
